Hydro-Quebec Exploiting Legal Loophole to Influence Maine Voters March 15, 2021 9SHARES NRCM news release March 15, 2021 (Augusta, ME) – Over the past 15 months, Hydro-Quebec has exploited a loophole in state ethics law by spending a record-breaking $10 million on a statewide political campaign aimed at persuading Maine voters to support the controversial Central Maine Power (CMP) transmission corridor. Hydro-Quebec’s ballot measure campaign represents an unprecedented effort by a foreign government to meddle in Maine elections and has generated concern in the Maine Legislature where lawmakers will today hold a public hearing on three bills that would prevent government-owned entities or foreign nationals from engaging in Maine referenda campaigns. Hydro-Quebec, which is wholly owned by the government of Quebec, stands to make $12.4 billion from the CMP corridor proposal.

Legislation that would silence foreign companies during Maine ballot campaigns gets first look

Maine Ethics Commission campaign finance records show that Hydro-Quebec Maine Partnership, a ballot question committee set up to oppose any initiatives to block the power line, spent $9.6 million between October 2019 and December of 2020. Another political action committee, Clean Energy Matters, fueled largely by donations from CMP and its parent Avangrid Service Company, part of the Spanish energy giant Iberdrola, spent an additional $12.6 million to support the corridor. Combined, the PACs shattered the $10 million record for ballot question spending. Supporters of the bills noted repeatedly that the Canadian Parliament in 2018 passed a law prohibiting foreign entities from spending to influence elections. Maine’s law against foreign spending on candidate campaigns does not address ballot question campaigns.
