Virginia on Friday eased all social distancing and capacity restrictions amid declining virus cases and widespread availability of vaccines. In the afternoon, Biden and first lady Jill Biden will visit Joint Base Langley-Eustis in Hampton, where the president is set to honor military members and their family ahead of the holiday.
