(Photo by Demetrius Freeman/The Washington Post) President Biden plans to travel to Cleveland on Thursday to deliver a speech on the economy that is expected to include a pitch for his sweeping jobs and infrastructure package, which is at a key juncture in Congress. Senate Republicans plan to present Biden with their latest counteroffer on Thursday that could include as much as $1 trillion focused on roads, bridges, pipes and other forms of traditional infrastructure. GOP lawmakers have resisted provisions in Biden’s larger plan to address climate change and other Democratic priorities.
