Clark Shaffer of Shaffer and Shaffer, LLP sent a motion for reconsideration to Carroll County’s Board of License Commissioners on Wednesday requesting to change the initial penalty of a nine-month liquor license suspension and a $2,000 fine for each of the three violations.
Rafael’s restaurant in Westminster was fined $2,000 and had its liquor license suspended for nine months nearly a year after a pedestrian was killed by a driver who the county attorney’s office said had 21 drinks from the restaurant earlier that night.
