SUBMITTED PHOTO Published: 2/8/2021 1:56:36 PM In the wake of a state report released in December outlining the unfairness of a reimbursement formula for a Payment In Lieu of Taxes program for state-owned land, Sen. Adam Hinds, D-Pittsfield, is preparing to file legislation to revamp the formula. The pilot program provides reimbursements to communities that have state-owned land within their borders. However, the December report from state Auditor Suzanne Bump’s office says that not only is the formula unfair, but the program is underfunded. The report also cited problems with solar PILOTs as well.

Young BOSTON Only about three percent of new retirees receive their first monthly benefit payments from the Massachusetts State Retirement Board on time and the average time between retirement and the first payment is nearly double what state law allows, Auditor Suzanne Bump s office found. When a state employee retires, the Retirement Board is supposed to make their initial retirement benefits payment by the end of the first full month following their retirement. The auditor s office said that window can range from 28 days for someone who retires on the last day of a month to a maximum of 62 days for an employee who retires on the first of a month.
