As 2020 came to a close, the Northeast Nemaha County Long Term Recovery Group (LTRG) received positive updates on several infrastructure projects that are key to recovery for the region.
“I am pleased to report a contract was signed between the City of Peru and the Auburn Board of Public Works solidifying the plan to join the City to BPW’s water supply,” said David Pease, mayor of Peru. “This allows the engineering design and planning for construction to move forward.”
The City of Peru has also accepted an offer from FEMA to fund 75 percent of construction costs (no more than $5.2 million) related to building the water connection to Auburn.
On December 27, 2020, President Trump signed the
Consolidated Appropriations Act of 2021, which includes a $1.4 trillion omnibus spending bill for fiscal year (FY) 2021 along with $900 billion in COVID-19 stimulus relief. The Act includes a variety of measures to promote clean energy and climate policy, as well as several hydropower-related provisions.
The Act reauthorizes sections 242 and 243 of the Energy Policy Act of 2005, which provide incentive payments to make efficiency improvements at existing hydropower facilities, or to retrofit existing dams and conduits with generating facilities. It would also expand the scope of the section 242 program to include certain small hydropower facilities up to 20 megawatts (MW) in areas with inadequate electric service.

U.S. Senator John Boozman (R-AR) secured investments for Arkansas water infrastructure in the 2020
Water Resources Development Act (WRDA), legislation President Donald Trump recently signed into law.

EPA Seeks Comments On Draft Compliance Guide Addressing Surface Coatings Under PFAS SNUR: On December 16, 2020, the U.S. Environmental Protection Agency (EPA) announced the availability of a draft compliance guide that outlines which imported articles are covered by EPA’s July 2020 final significant new use rule (SNUR) that prohibits companies from manufacturing, importing, processing, or using certain long-chain per- and polyfluoroalkyl substances (PFAS) without prior EPA review and approval. 85 Fed. The draft guide provides additional clarity on what is meant by a “surface coating,” identifies which entities are regulated, describes the activities that are required or prohibited, and summarizes the notification requirements of the final SNUR.
