MINNEAPOLIS The Mississippi riverfront around the Stone Arch Bridge in Minneapolis will begin to transform in the next decade, thanks to a new federal agreement signing over a portion of the Upper St. Anthony lock and dam.
The Water Resources Development Act of 2020, signed into law this week, will allow the city of Minneapolis to take control of the land surrounding the lock and dam, in order to provide more public access to the river.

After a year of severe trials, the long-awaited vaccines to the coronavirus are now being distributed, thanks to Operation Warp Speed. It may take months for enough of us to be vaccinated to blunt the spread of the virus and allow restrictions to be lifted, but the end is in sight. Congress is now debating whether the stimulus checks included in that bill should be increased.
Our industry has several reasons to look ahead with hope. The omnibus relief bill, which includes the Water Resources Development Act as a rider, has been finally signed into law. It provides improved funding for many key waterways and port projects, including major dredging projects that should keep the dredging fleet humming for many years. Important waterways infrastructure projects will be speeded up.

Work continues on the addition of a second chamber at Kentucky Lock, with completion of the downstream cofferdam contract sometime in February projected to temporarily ease navigation delays that have been common over the last several months.
The earliest possible completion date for the entire project, at the Kentucky Lake reservoir of the Tennessee River, is in 2025, said Don Getty, project manager for the Nashville Engineer District.
“That’s assuming everything goes well,” Getty said.
The Kentucky Lock project includes adding a new lock twice as long as the existing 600-foot-long lock at the dam to reduce the significant bottleneck caused by high Tennessee River traffic levels and the current lock’s size.
