Both Charters also constitute, in particular in times of social, economic or other crisis, “one of the last safeguards to protect fundamental rights of trade unions, workers and citizens, in particular the most vulnerable such as elderly people, children, people with disabilities and migrants”.

Beyond the fact that they are particularly time-consuming and complex, they raise difficult issues, in particular as regards the establishment of facts by the Strasbourg Court; moreover, numerous challenges appear when it comes to execute the Court’s judgments.   On 12 and 13 April, the German Presidency of the Committee of Ministers organised the present conference to open a space for discussion of problems raised by interstate cases and possible solutions. The questions of fact-finding and friendly settlements deserved special attention.
