As overwhelming as the obstacles confronting President-elect Joe Biden might seem, it s not possible to separate them and deal with them one at a time. They connect to each other at uncomfortable angles, shaped by partisanship and the outgoing president himself in complex ways that have been revealed in the run-up to the inauguration.
