The Illinois State Police have struggled with a âbacklogâ in processing paperwork relating to guns for years. The arm of the state police responsible â the Firearms Services Bureau, or FSB â has recently announced a massive increase in the amount of paperwork theyâve been filing, driven by more people buying guns in Illinois than ever before.
âIn 2019, new leadership over ISP FSB imitated a hiring plan and metrics-based strategic plan focused on outcomes and accountability,â said the state police in a press release. âThen came 2020.â
SPRINGFIELD – Four GOP state House lawmakers on Wednesday, Dec. 9, voiced complaints from their Central and Southern Illinois constituents who say they have waited months after applying for new or renewed gun ownership licenses without an update from the Illinois State Police, ISP, amid an unprecedented volume of applications this year.
Reps. Avery Bourne, R-Morrisonville, CD Davidsmeyer, R-Jacksonville, Patrick Windhorst, R-Metropolis and Mike Marron, R-Fithian, repeated their criticisms of the Firearm Ownership Identification card and concealed carry license systems during a virtual news conference.
The group discussed reforms they have suggested in the past which have stalled in the General Assembly.

Bourne said FOID and concealed carry issues and delays have been the top complaint from her constituents, eclipsed only by issues related to unemployment.
