Reasserting ASEAN Centrality: Preventing a Sino-American Cold War in the South China Sea

Since its very inception almost five decades ago, the Association of Southeast Asian Nations (ASEAN) has embraced this Churchillian dictum with gusto. The upshot is the emergence of the most successful regional integration experiment in the post-colonial world, which has often drawn direct comparisons with the European Union.  Born in the crucible of the Cold War, the regional organization has become the preeminent platform for institutionalized dialogue and constructive multilateralism in Asia. Among its extremely diverse members, even the threat of use of force has become virtually unthinkable, while intra-regional commerce and people-to-people interaction is increasingly seamless.

The department has developed a dual degree master’s program with the international postgraduate school in Bangkok, Thailand, to train grad students in hydrology, hydraulics, water quality and resources, and environmental management.

The last straw came shortly after, when he and a friend thought they were close to getting jobs at a Coca-Cola bottling plant in Alabama. Both were told, in fact, that they would be hired, except for one thing both were classified 1A by the Selective Service System, meaning they were available for military service. Should they be drafted, Pulliam and his buddy were told, their jobs would have to be held open for three years, a gamble the plant wasn t willing to take. It was 1960, and U.S. involvement in Vietnam, under terms of the Southeast Asia Treaty Organization agreement signed six years earlier, was ramping up.
