With session nearing a close, lawmakers plan to hold a vote for House Bill 1091 this weekend. It bans private transfers and makes it harder to obtain a FOID.

Support NRA-ILA
While passage of HB 1927, NRA-backed constitutional carry legislation, dominated the news yesterday, another important NRA-supported measure received final passage in the Texas Senate with bipartisan support:
House Bill 1500, by Rep. Cole Hefner (R-Mount Pleasant) & Sen. Brandon Creighton (R-Conroe), passed by a vote of 23-7. This critical legislation establishes that firearm and ammunition manufacturers, distributors, wholesalers, suppliers and retailers are essential businesses that shall not be prohibited by state or local officials from operating during a declared disaster or emergency.
This bill ensures that law-abiding Texans can exercise their constitutional right to purchase and own firearms during future disasters or emergencies, regardless of any statewide or local officeholder s personal politics.

Support NRA-ILA
Yesterday, the Texas Legislature accepted the conference committee report for House Bill 1927, their constitutional/permitless carry bill. It will now go to Governor Greg Abbott for his signature. He has previously stated his intention to sign a constitutional carry bill. Once he signs it, Texas will be the 21
st constitutional carry state, joining the other four states that have passed such legislation in 2021.
While Texas beat Alabama to be 21
st, Alabama still has the chance to be the 22
nd next year. Rep. Shane Stringer has prefiled House Bill 6 for 2022, to allow law-abiding adults to carry handguns for self-defense without first having to go through government red tape or pay fees.

On May 21
st, the Senate voted to pass Assembly Bill 286, to end the centuries old practice of making firearms for personal use. It now goes back to the Assembly for concurrence and could be voted on as soon as today.

On May 22
nd, the Senate Judiciary Committee heard, and voted to pass, Senate Bill 452 with an amendment, to expand gun-free zones where law-abiding citizens are left defenseless. The bill advanced despite overwhelming opposition testimony from a broad coalition of groups including NRA, ACLU Nevada, Nevada Firearms Coalition, the Progressive Leadership Alliance of Nevada (PLAN), law enforcement groups, and many others. SB 452 will soon be eligible for a vote on the Senate floor.
