Mthethwa withdraws Section 13 notice against CSA Updated Sinethemba Madolo Share this: Sports Minister Nathi Mthethwa has officially withdrawn his notice on Cricket South Africa in the government gazette. GCIS Mthethwa invoked his powers according to Section 13 of the National Sports and Recreation Act after CSA failed to create a new administrative structure for the organisation.   Mthethwa early this week gave notice that he would withdraw recognition of CSA, a move which could have resulted in it being suspended from the International Cricket Council.   According to the statement, a meeting of CSA’s two factions resolved that a new memorandum of incorporation would be adopted within 48 hours in terms of South Africa’s Companies Act.
