Enhancing the impact of Technology Modernization Fund
Developing connections across the TMF and with larger IT investment programs will yield sustained positive outcomes for the government.

Last week, the Office of Management and Budget issued new guidance regarding priorities and processes for agencies to submit proposals for the Technology Modernization Fund that support the American Rescue Plan Act. The guidance provides important insights on how the TMF can be leveraged to address mission objectives.
The TMF’s allocation of $1 billion under the ARP links technology investment to the broad set of modernization needs in agencies, with the OMB guidance focused on four critical areas that also connect with other key funding priorities in the ARP:
The lawmakers asked that the committee provide $750 million for a fund established for critical network security purposes at the National Telecommunications and Information Administration by the most recent National Defense Authorization Act.
“As the size, scale, and frequency of cyber incidents continue to increase, so too should our commitment to the goal of ensuring American communications networks are as safe and secure as possible,” the House Energy and Commerce leaders wrote. “To that end, we request that the Committee on Appropriations provide at least $750 million in Fiscal Year 2022 appropriations for the Public Wireless Supply Chain Innovation Fund to facilitate the promotion and deployment of more secure communications networking technology and equipment.”
Biden administration officials announced on Tuesday that payback requirements will be relaxed for some projects funded by the recent $1 billion addition to the Technology Modernization Fund. Administrators want urgently needed upgrades that help respond to the pandemic or improve the cybersecurity of federal agencies.

Agency IT projects addressing urgent cybersecurity, pandemic response and IT modernization needs now have relaxed payback requirements for money drawn from the $1 billion addition to the Technology Modernization Fund (TMF) included in the American Rescue Plan Act.
The updated model will foster cross-agency collaboration and allow the TMF Board to focus on four proposal categories: modernizing high-priority systems, cybersecurity, public-facing digital services and cross-government services and infrastructure, according to a joint May 4 statement from the Office of Management and Budget and General Services Administration.
Under the updated model, agencies will no longer be required to provide a full repayment for certain projects, with partial repayment provisions provided for those with a strong positive impact that will yield some financial savings, according to a statement from Gerry Connolly (D-Va.), the chairman of the Government Operations
