A decision to pick the contractor to build the controversial £153m Norwich Western Link - and to submit a business case for the road to the government - is due to be made within weeks.
To be in with a chance of securing funding and consent for the road, which would link the Norwich Northern Distributor Road to the A47 to the west of the city, Norfolk County Council needs to lodge a business case.
Police are appealing for witnesses to a serious collision on the B1150 in Coltishall.

Police are trying to find people in a silver car who may have seen a collision in which a triathlon suffered fatal injuries.
Andrew Hornby, 50, was riding his time trial bicycle in the direction of North Walsham, near the junction of Ling Way on the B1150 North Walsham Road, at Coltishall when it collided with a black Ford Kuga at around 3.30pm on Sunday May 2.
Mr Hornby was taken to the Norfolk and Norwich University Hospital with serious injuries but died a week later, on Sunday, May 9.

Breast cancer patients are being sought to help in a new trial exploring how gut microbes could improve cancer therapies.
Experts at Quadram Institute, University of East Anglia and the Norfolk and Norwich University Hospital have launched the BEAM study, one of the few trials exploring the gut and breast cancer.
The team is looking for participants aged between 30 and 60 recently diagnosed with breast cancer to donate their tissue for research and to begin with give stool samples for the team to see what microbes are present and also missing.
The microbes could be the unlikely heroes in the fight against breast cancer says the research team.

It is understood jars of pasta sauce were thrown at a woman at the Sainsbury s store in Costessey.

A man in his 40s has been arrested on suspicion of assault after an incident at a supermarket in which a woman suffered a head injury.
Police were called to Sainsbury s at Longwater in Costessey at 10.58am on Monday to reports of a disturbance. Emergency services were in attendance and a man was arrested at the scene, a police spokesperson confirmed.
The incident took place at the Sainsbury s store at Longwater.
