On July 12, he admitted that he had hired a private eye to not only spy on senior government officials in Manitoba to see if they were complying with COVID-19 restrictions, but on Glenn Joyal, chief justice of Manitoba’s Court of Queen’s Bench.
Joyal, who is hearing the case of seven rural churches that violated COVID restrictions by staying open, raised the matter in court, where Justice Centre lawyers are asking for parts of the provincial public health act to be declared unconstitutional.

On Monday, Court of Queen s Bench Chief Justice Glenn Joyal recounted how he was followed by a private investigator in an effort to gather evidence of him breaking public health orders. The private investigation firm was hired by John Carpay, president of the Justice Centre for Constitutional Freedoms, the group representing seven Manitoba churches and several individuals who are challenging Manitoba s health orders.
The centre is representing a group of churches in Manitoba that are challenging COVID-19 public health orders.
John Carpay stepped down as president of the Justice Centre this week after admitting in court to hiring a private investigator to follow the judge presiding over that case.
Friesen said he is gravely concerned by the actions of the centre and wants the lawyers involved to be held accountable. This is an obvious invasion of privacy and it is difficult to believe that these actions were not intended to influence the outcome of the court case, he said.
Lisa Bildy, interim president of the Justice Centre, responded to Friesen s comments and a Law Society complaint in a release Thursday night.
