On April 9, Alaska Gov. Mike Dunleavy introduced the Alaska Energy Independence Act (SB 123, HB 170) to spur sustainable energy development by issuing loans for qualified clean energy projects.
Twenty states have clean energy financing programs, also called green banks. Typically, green banks augment private investments in low-carbon, climate-resilient infrastructure.
The bill creates the Alaska Energy Independence Fund, which would receive an initial $10 million infusion by the state.
The Alaska Industrial Development and Export Authority would use the fund to develop clean energy loan programs and products for Alaskans, according to Dunleavy. The authority would be able to issue bonds to support the fund. It could also buy, build, own and operate clean energy facilities.

Two firearms experts testified via videoconference in the rape and murder trial against Downs, 46, who had been a student at the University of Alaska Fairbanks at the time of the brutal crime.
On Tuesday, Fairbanks Superior Court Judge Thomas Temple heard testimony from witnesses presented by prosecutors and the defense who reached the same conclusion, that the .22-caliber bullet removed from 20-year-old Sergie, of Pitkas Point, was so misshapen and damaged that it was unsuitable for making an accurate comparison to any bullet fired by a specific gun.

Join LISD’s Seminar on Global Diplomatic and Security Challenges (GDSC) for a session with Prof. Lawson Brigham, CAPT, USCG (ret.), and Prof. Tomas Ries, Stockholm, on Environmental Security Challenges and the Arctic. The seminar will address environmental protections and regional military interests in the Arctic. Lawson W. Brigham is a Global Fellow at the Woodrow Wilson International Center for Scholars in Washington, DC and a research faculty member at the University of Alaska Fairbanks (UAF). He is currently a member of the National Academies Polar Research Board.
