7:52 a.m.: Traffic enforcement completed at Bartlett Street and Thornton Street. 8:22 a.m.: Report taken after Portsmouth Regional Hospital staff recovered three small blue bags filled with a brown residue in them from the Behavioral Health Unit. 8:31 a.m.: Summer Street caller said a homeless person was sleeping in the doorway and the caller requested help to have them move along. 8:37 a.m.: Report taken for lost or stolen license plate on Freedom Circle.  11:52 a.m.: A Pinehurst Road caller said dogs were off their leashes, though they were gone upon police arrival.  12:21 p.m.: Weald Street caller said she was being harassed online by multiple accounts. The police said she should block the accounts and report back if the harassment continued in a different form.

LEWISTON Rick Lockwood, a Lewiston landlord who at one time controlled more than 10 buildings in the downtown, wants out of the city. He believes he’s being targeted by unfair code enforcement procedures and constant pressure from city staff to comply, or else. His four remaining properties are either on the market or under contract to be sold. An already contentious relationship with the city deteriorated further on May 11, when Lockwood filed a police complaint accusing a Lewiston code enforcement officer of assault during a court proceeding that day.
