Tiburcio was born on August 11, 1853 in San Juan, San Fernando, Pampanga. He has two siblings Isabel and Cecilio. Tiburcio, like Cecilio, finished in Bachelor of Philosophy degree and went on with a Bachelor s degree and went on with a Bachelor s degree in Civil law.
After his graduation, he married Martina David of Bacolor with whom he had two children Filomena and Ceferino. Unfortunately, Martina did not live long. Tiburcio met and fell in love with a beautiful Spanish mestiza, Adriana Sanggalang. This union produced Zoilo Jose. His brother Cecilio was one of the pioneers of masoury in the Philippines, the fraternity that started the Propaganda movement of the era. Tiburcio was then
