The report’s language is inflammatory, accusing urban public schools of chicanery and rashomonic (sic) duplicity, claiming they resemble a runaway stagecoach and comprise a circle of absurdity. The report s conclusion: Unless the heavy hand of conventional law enforcement is further aggrandized, stakeholders will abandon the school system in search of a more rational environment.
