Interviewed on Unang Balita, Nebrija said the heavy traffic was something they had expected over the weekend prior to the implementation of the toll. Those are birth pains, naintindihan natin yan [we understand that] and it s something we already expected over the weekend, Nebrija said. Hopefully it will get better as the days pass. According to Nebrija, the heavy traffic was caused by motorists who have no RFID stickers or have no load who had to be accommodated as the toll plazas didn t have U-turn slots.

Metro Manila (CNN Philippines, July 12) Heavy traffic greeted motorists on Monday as the toll collection at the Skyway Stage 3 started.
Skyway O&M Corporation President Manuel Bonoan said motorists are still getting familiar with the collection, explaining the traffic build up.
“The buildup as I said, this is the first day, it will take time for our motorists to be acquainted with toll collection procedure and processes, and a lot of inquiries,” he told CNN Philippines’ Traffic Center.
The Metropolitan Manila Development Authority warned motorists on the possible traffic on the first day of toll collection in the expressway. It also instructed some local government units to clear the Mabuhay Lanes in their respective areas.

Just in case there will be an influx of Skyway 3 users back to [EDSA] you may want to take an alternate route to the South. Here is the main Mabuhay Lane from North to South that you may take,” he said, pointing to a photo in his upload.

(Photo from MMDA) The agency unveiled on Friday, July 9 its emergency lay-by at the ground level of the Quezon Avenue flyover on EDSA where motorcycle riders can seek shelter during heavy downpours. MMDA Chairman Benhur Abalos said that with the emergency lay-by, motorcycle riders now have a spot when they can temporarily park at when its raining hard so they do not end up blocking the highway.
