Reading through this very carefully “Project Treble” effectively outsourced the problem to vendors. The Android HAL is basically a wrapper for the hardware. The GSI is only good for two versions. In the PC world this would be equivalent to ever vendor being responsible for all the drivers and the OS interface not gauranteeing to be stable for more than three versions. As you read through the problems get worse and worse.

Google and Qualcomm are now teaming up to simplify android updates by improving Project Treble. Qualcomm has announced that all the Snapdragon chipsets, starting from Snapdragon 888 will support 4 years of Android OS updates and Security updates.
Project Treble, at its core, is all about making software updates faster, easier, and cheaper for phone makers to process and get them out to users.
Updates on Android phones might get a bit better
But for the most part, it s still a huge mess
If you’ve ever used an Android phone, you likely know that getting updates is annoying. Over the last few years, things have gotten slightly better from some manufacturers, but it’s still nowhere near as seamless as it is on iOS.
A new update to Project Treble, Google’s initiative to speed up Android updates, brings chip manufacturer Qualcomm into the fold. Theoretically, this should help people get more updates, but in reality, it appears this only really enables lower-end phones to get more updates.
