Naval Consolidated Brig Charleston held a change of command ceremony onboard the USS YORKTOWN at Charleston, South Carolina, February 19th.
U.S. Navy Cmdr. Johnny L. Mincey of Fitzgerald, Georgia, relieved Cmdr. Jack A. Garcia of San Jose, California, as commanding officer of the Naval Consolidated Brig Charleston.
Distinguished guests, family and friends of the Naval Consolidated Brig attended the ceremony, which celebrated Garcia’s successful leadership during his three-year tenure and 20 years of faithful service to his country and the United States Navy.
California Medical Facility, or CMF, is touted as the flagship medical institution of the California Department of Corrections and Rehabilitation, or CDCR, but some with inside knowledge of its alleged treatment of incarcerated patients call that reputation into question.
According to multiple sources, including those incarcerated at the facility and lawyers representing them, the building lacks any heating or air conditioning and has poor ventilation despite being a medical facility that warehouses vulnerable people. An inmate at SCI Fayette is suing five officers, alleging they sexually abused him and then forced him to cut off his dreadlocks in retaliation when he complained.
Abdul Murray, 40, has been at the state prison in La Belle since June 2015 and served as a block worker and peer assistant who helped disabled inmates navigate the facility until 2018. He has convictions for robbery and illegal gun possession from Philadelphia.
Murray filed the lawsuit in federal court in Pittsburgh against Lt. Robert Jones; Sgt. Justin Bourquin; three officers whose first names are unknown; and Cosmetologist Carrie Holman.
