Downtown Portland businesses reeling, again, after latest spate of vandalism

John Helmer III covered the windows of his hat and apparel shop in downtown Portland with fabric every night last summer. By doing so, he hoped to prevent his shop from becoming a target for vandalism while avoiding the cost and eyesore of putting boards over his windows.
As protests died down in the fall, Helmer decided those measures were no longer necessary. And earlier in April he noticed an increase in sales and foot traffic around his store, giving him hope that normal conditions might be returning downtown.
Portland DA, Oregon AG to jointly investigate Delgado shooting April 29 2021
The family of the homeless man shot by Portland police had called for the appointment of a special prosecutor.
Multnomah County District Attorney Mike Schmidt and Oregon Attorney General Ellen Rosenblum announced on Thursday that their offices will jointly investigate the Portland police shooting death of Robert Douglas Delgado.
In the announcement, Schmidt and Rosenblum said they recognize the importance of always maintaining actual and perceived prosecutorial legitimacy and fairness.
Delgado s family had called for an independent prosecutor to be assigned to the case.
Delgado was killed on April 16 in Lents Park by Portland Police Officer Zachary DeLong, an eight-year veteran of the bureau assigned to East Precinct. Police recovered a replica gun. Delgado s family said he was homeless and had struggled with mental health and addiction issues.

The Oregon Attorney General and the Multnomah County District Attorney announced Thursday that their offices will be partnering to investigate the death of Robert Delgado, the man who was shot and killed by a Portland police officer in April.
The investigation follows a plea from the family of Delgado to have a special prosecutor appointed to review the shooting. It s bigger than just my bother, said Tina Delgado.
It needs to change. There needs to be accountability and I hope that we could be a part of that. I hope that this gives the community hope and faith. And I hope that police officers are thinking twice before they kill somebody, she said.

Chief Chuck Lovell was out of state from April 15 through April 25. He was gone during the announcement of the verdict in the trial of former Minneapolis police officer Derek Chauvin in the death of George Floyd and the April 16 fatal shooting of Robert Douglas Delgado by Officer Zachary DeLong in Lents Park.

Just back from a vacation, Portland Police Chief Chuck Lovell on Tuesday publicly supported the Chauvin verdict, said the bureau still hasn’t selected officers to fill a new uniformed police team to address gun violence and said he would cooperate if an independent prosecutor is appointed to investigate the fatal shooting of a man by an officer in Lents Park earlier this month.

The 56-year-old owner and manager certainly was industrious and his operation appeared lucrative.
White raked in $178,000 in 18 months, court records show.
He collected aluminum, copper and brass all over Portland. He then sold the piles of metal scrap to bigger recycling companies.
But for White, the name of his enterprise hinted at what he apparently thoughtwas the best way to get the metal: by stealing, police and prosecutors allege.
Police found that White ran his company from little more than a dirt patch beside a Northeast Portland road, where they said he parked his mobile home, a pickup, several trailers and a tangle of twisted stolen metal, spools of wire and burn bins used to strip insulated wire.
