In spite of having an educated workforce, proximity to the nation’s capital, and several large private employers, the county’s value proposition to businesses in the market for new locations or considering expansions is not helping the county to grow or maintain its share of regional jobs in industries and occupations that pay high wages. Those jobs are important to the county’s ability to fund the critical government services that the community needs and expects.

The Montgomery Housing Partnership has proposed a six-story residential building at the intersection of Nebel Street and Old Georgetown Road. The group’s development application says the goal is to provide units for people with a range of incomes. At least 25% (43) of the units will be designated as affordable housing and some will be rented at “levels substantially below” affordable housing guidelines.

Most controversially, the plan includes modest upzoning of single-family-only neighborhoods close to transit to allow for missing middle housing, which the county defines as housing types that bridge the gap between single-family detached units and mid-rise apartment buildings.

The Montgomery County Planning Department, which is part of the Maryland-National Capital Park and Planning Commission, just released a study to determine how the county can strengthen these minority-owned businesses. In each of these three communities, the number of Black, Asian and Hispanic residents has increased since 2010. In Silver Spring, the White population decreased by 1.8% while the Black population increased by 20.9%, the Asian population increased by 25.5% and the Hispanic population grew by 37.9%, according to the study.
