Police: Hudson man shouted racial slurs before driving into and killing father of 3
BELMONT - The Middlesex District Attorney s office has identified the Boston man who died following an alleged road rage confrontation with a Hudson man as Henry Tapia.
The district attorney said Dean Kapsalis, 54, faces charges that include a civil rights violation, after he allegedly struck and killed Tapia with his truck following a racially-charged roadside argument on Tuesday night.
District Attorney Marian Ryan and Belmont Chief of Police James MacIsaac confirmed Wednesday that Kapsalis had been arraigned in Cambridge District Court on charges of assault and battery with a dangerous weapon, a civil rights violation causing injury and leaving the scene of a personal injury accident.

Middlesex District Attorney Marian Ryan and Wakefield Chief of Police Steven Skory have confirmed the ongoing investigation into an apparent homicide that occurred today at an Otis Street residence in Wakefield.
At approximately 9:55 a.m. on Jan. 19, Wakefield Police responded to a home on Otis Street to perform a well-being check after being notified that the victim, identified as Pamela Wood, 61, of Wakefield, did not show up for work at Greenwood Elementary School where she worked as a speech therapist.
The preliminary investigation suggests that when the victim did not show up for a scheduled 8:30 a.m. appointment at Greenwood Elementary School, school officials notified the victim’s family, who went to her Otis Street home but were unable to gain entrance as they did not have a key.

A man ran over over another man, killing him, after shouting racial slurs at at him in Belmont Tuesday, according to prosecutors who filed a civil rights violation and other charges against the driver.
Dean Kapsalis, a 54-year-old from Hudson with a lengthy history of violations behind the wheel, is accused of hitting a 35-year-old Boston man with his Dodge Dakota truck after the two got into an argument.
Kapsalis shouted racial epithets at the victim, Henry Tapia, who was Black, Middlesex District Attorney Marian Ryan said at a news conference Wednesday.

A Lawrence man and a Methuen man were indicted Tuesday on multiple fraud charges. Prosecutors said the two men used stolen identities to defraud the Small Business Administration s Economic Injury Disaster Loans program of over $452,000.
Darwyn Joseph, 24, of Lawrence and Ramon Joseph Cruz, Jr., 24, of Methuen were both indicted on four counts of wire fraud, one count of conspiracy to commit wire fraud and one count of aggravated identity theft.
The Somerville City Council voted unanimously to support the decriminalization of entheogenic plants on Jan. 14.
Entheogenic plants contain chemicals with psychoactive properties, and are defined in Somerville’s resolution as the “full spectrum of psychedelic plants, fungi, and natural materials.” These include cacti, mushrooms, and other plants from which drugs like peyote and ayahuasca can be extracted.
The resolution, brought forward by Councilors Jesse Clingan, J.T. Scott, and Mayor Joe Curtatone, calls on the city to dedicate no funds towards restricting the use of entheogenic plants and that related issues should be considered a matter of public health, not law enforcement.
