Citing improving conditions in hospitals, state health officials Monday lifted all regional stay-at-home orders, including in the 11-county Southern California.
Los Angeles County is set to align its health order with California’s by the end of the week, as the state lifted its regional stay-at-home order statewide Monday, green-lighting the reopening of in-person outside dining and hair and nail salons, among other businesses.
Meanwhile, the health officer order issued by L.A. County Department of Public Health on Nov. 25 is in effect, allowing personal care services to reopen, but notably not including restaurant reopenings, which Director Barabara Ferrer said will be included only in the new order to be released Friday.
“On Friday, … we’ll issue a new health officer order that allows for restaurants to reopen for outdoor dining with occupancy limits and masking requirements for all staff,” Ferrer added during a COVID-19 briefing Monday. “We will also on Friday rescind the hours-of-operation restrictions for non-essential businesses.”

California lifted regional stay-at-home orders across the state Monday in response to improving coronavirus conditions, returning the state to a system of county-by-county restrictions, state health officials announced. CBS San Francisco reports the move opens the way for a return to limited restaurant dining, religious services and other activities.
Governor Gavin Newsom said Monday the state s hospitalization rate was down nearly 20% statewide over the last two weeks. We are in a position, projecting four weeks forward, with a significant decline in the case rates, positivity rates, we are anticipating decline still more decline in hospitalizations and more declines in ICUs and that s why we are lifting that stay-at-home order effective immediately today, he said.
With state-mandated regional stay-at-home lockdown lifted, LA County will allow restaurants to open for outdoor dining on Friday after being closed more than two months.
