We will soon have the Union Budget for 2021-22. Apart from policy announcements made, the Budget is about the Union government’s annual statement of receipts and expenditure. Receipts can be non-tax or tax. Most people want the Centre to spend. Indeed, as economists argue, multiplier benefits of government expenditure exceed those of tax reductions. That is, if there is going to be an expansionary fiscal policy, that is better accomplished by increasing government expenditure, not reducing taxes.
Of course, to increase government expenditure, one needs to find resources without imposing costs on the future. Nor does government expenditure only occur at the Union government level. Since the bulk of public expenditure occurs at state government level and since most public goods are delivered by local bodies, I am surprised that more attention is not paid to state government Budgets and recommendations of state Finance Commissions.

ITANAGAR: Arunachal Pradesh Deputy Chief Minister Chowna Mein on Monday requested the Centre to help the State in developing the border areas to stop migration of people due to lack of connectivity and other basic facilities.
Attending the Central government s pre-Budget meeting of all States and Union Territories chaired by Finance Minister NirmalaSitharaman through the virtual mode, Mein focussed on the development of the border areas as the State shares long international borders with China, Myanmar and Bhutan.

JAMMU, Jan 11: Taking serious note of misappropriation of funds and utter violation of guidelines laid under the Centrally Sponsored Scheme, the Department of Rural Development and Panchayati Raj has initiated Regular Departmental Action (RDA) against the then Block Development Officer, who has been inducted into Jammu and Kashmir Administrative Service (KAS), three Panchayat Inspectors and one Panchayat Secretary.
The Inquiry Officer has been directed to complete the exercise within a period of 15 days and submit report along with specific recommendations to the Government so that necessary action is initiated against all the involved officials.
