Ladies and gentlemen, a very good morning to you.
2 Thank you for taking time to attend this briefing and for having me join you today.
3 I would first like to thank SID and CGS for your continuous partnership with MAS to enhance corporate governance (“CG”) practices in Singapore. The ASEAN Corporate Governance Scorecard (“ACGS”) is a key feature of this partnership. The consortium of SID-CGS has been Singapore’s Domestic Ranking Body for the ACGS assessment since 2013. It has played two key roles in improving CG practices. First, in assessing Singapore’s listed companies against the ACGS. Second, it is a peer reviewer of CG practice
Senior figures from the local and central government worlds have cautiously welcomed the government s replacement of the devolution white paper with a levelling up one, although some have expressed scepticism about whether the government will take forward local government reform or devolution at any pace.
Former head of the civil service Lord Bob Kerslake (crossbench), who has long been urging the government to seize momentum on levelling up, told LGC that he welcomed the notion of a levelling up white paper “because we have had a real challenge with lack of clarity and definition on what the government means by levelling up”.
Whichever option Newham voters choose will come into effect in May 2022.
Voters will decide in a referendum held on the same day as the London mayoral and London Assembly elections. A by-election in East Ham Central is also being held on the same date - May 6.

Josephine Grahl chairs Newham Voting for Change, which is for the committee system.
She said concentrating power in the hands of one person as mayor is bad for democracy and all elected councillors would be sovereign under a committee system. It would be a big step forward for Newham, she said.
