ROCHESTER, N.Y. The mother of a 9-year-old girl who was handcuffed and pepper-sprayed by Rochester police said the officers involved should be fired.
Public outrage has been high since body camera footage released Sunday showed officers restraining and scolding the girl, who was screaming for her father.
The mother, Elba Pope, told CNY Central on Tuesday that the conflict started as an argument between her and her spouse. The two were arguing outside when Pope s daughter overheard them from inside the house, making her upset, Pope said.

Rochester Mayor Lovely Warren has ordered the suspension of police officers who were involved in using pepper spray to restrain a young girl, the city announced late Monday.
Body camera videos released by Rochester, New York, police showed officers using pepper spray to restrain a handcuffed 9-year-old girl on Avenue B on Friday.
The city did not specify how many police officers were suspended. The suspensions will continue until an internal police investigation is completed.
“What happened Friday was simply horrible, and has rightly outraged, all of our community,” Warren said in a statement.
