APPLETON, Wis. The rickety balcony, attached to the home with no running water or electricity on the rugged mountainside in the Philippines, was her sanctuary.
This is where Julie Artus, orphaned at the age of 12, allowed her mind to wander. She dreamed that one day she would have a life without starvation, a life where she would be loved by someone, a life where she would not have to wash clothes by hand or rise at 4 a.m. to do chores before school.
Mostly, though, Artus would appear on the balcony every day around 5 p.m. to watch for the boat returning from the city on the island of Mindanao. And there she would wait, believing her mom would be coming back for her because she was sure that is what she told her. But that hope, along with the setting sun, disappeared daily.
