Prof Omar says the Covid-19 pandemic has exacerbated the problem of ships illegally anchored in Malaysian waters.
MALAYSIA can use existing laws to tackle the issue of vessels illegally anchored in its waters, says an expert.
Universiti Teknologi Malaysia Marine Technology Centre research fellow Prof Omar Yaakob said the Merchant Shipping Ordinance 1952 as well as the Environmental Quality Act 1974 could be used if a ship was found polluting Malaysian waters.
However, he said Malaysia should strengthen its capacity of related agencies to stamp out the problem.
“The focus should be on empowering our maritime agencies to carry out enforcement, ” he added.
Malaysia: Marine Department requires all vessels operating to activate AIS at all times

The Southern Region Marine Department of Malaysia on Monday (1 February) issued Port Circular No. 02/2021 informing the maritime community that it will require all vessels approved to operate to activate their Automatic Identification System (AIS) at all times:
ENFORCEMENT OF MALAYSIA SHIPPING NOTICE (MSN) 05/2019
This Circular serves as a notification to inform that the Malaysia Shipping Notice (MSN) 05/2019 has been enforced for vessels sailing Malaysia waters.
All ships that have been given approval to operate for the activities specified under Section 491B shall ensure that the AIS system is always activated at all times.
MMEA detains Singapore flagged tanker suspected of illegal oil transfers in Selangor

The Selangor state division of Malaysia Maritime Enforcement Agency (MMEA) on Saturday (30 January) said it detained a Singapore flagged tanker for allegedly anchoring without a permit and conducting illegal oil transfers on Friday, 29 January.
âThe vessel was discovered 1.2 nautical miles northeast of Carey Island at 11.45 am in a joint operation with the Central Region Marine Department,â said Maritime Captain Mohamad Rosli bin Kassim, Diretor, MMEA Selangor.
âAs soon as we received the tip off from the Marine Department, our team rushed to the scene and initial investigations revealed that the vessel could have anchored without a permit from the Marine Department.â
MMEA detains Panama flagged tanker for anchoring illegally in eastern Johor

The Johor state division of Malaysia Maritime Enforcement Agency (MMEA) on Wednesday (27 January) said it detained a Panama flagged tanker for allegedly anchoring without a permit in eastern Johor waters on Tuesday, 26 January.
âThe vessel was discovered 10.6 nautical miles east of Tanjung Balau by the patrol team which was out performing its rounds ,â said Maritime Captain Mohamad Sulhan bin Zainon, MMEA Johor.
âIt was detained around 1.20 pm after failing to produce any anchoring permit from the Malaysia Marine Department.â
Initial investigations revealed the vessel had 23 crew onboard aged between 21 to 63 years old from India.
