The projectâs proponents say the centre would bring a crucial economic boost and additional jobs to Apollo Bay on the Great Ocean Road, which is heavily reliant on domestic and international tourism.

A search resumed on Monday for a woman who went missing in the water near Altona Beach.
The 20-year-old Ashwood woman has been missing since Saturday morning.
She was in the water with others and is understood to have been wearing a weight belt with a wetsuit.
The water surrounding Altona and Seaholme is popular for swimmers, boaters, fishers and divers.
The alarm was raised about 11.15am on Saturday after she was noticed missing.
Victoria Police and Life Saving Victoria helicopters scoured the water over Altona and Seaholme on Saturday and into the night, before resuming on Sunday.
The body of a 20-year-old female snorkeler who disappeared while swimming with friends at a Melbourne beach on Saturday morning has been found.
The woman vanished from the Altona Beach pier on the western shore of Port Phillip Bay before her brothers raised the alarm.
Her body was found at 10.30am on Monday after local and water police were unable to locate her after three days of searching.

A body has been found in the search for a young woman who went missing while snorkelling at Altona beach on Saturday.
The 20-year-old, from Ashwood in Melbourne’s east, was in the water with friends about 100 metres from shore when she disappeared from view while near the pier on Saturday about 11.15am.

A search, involving specialist divers, water police and the air wing, was launched on Saturday and continued on Monday morning.
A body was recovered from the water about 10.30am.

The body of a missing snorkeller was found off Altona Beach on Monday, renewing calls for water safety.
The 20-year-old Ashwood woman had been in the water with family and friends when she went missing on Saturday morning, police said. Family members raised the alarm about 11.15am.
Victoria Police and Life Saving Victoria helicopters had scoured the water over Altona and Seaholme, joined by Water Police, specialist divers from the Search and Rescue Squad and others.
LSV assisted with its lifeguards and volunteer lifesavers, the Westpac Life Saver Rescue Helicopter, a drone, two jet skis and two inflatable rescue boats from Altona Lifesaving Club.
