The Windsor-Detroit Tunnel Corporation tried to charge $22,000 in response to a Freedom of Information request for documents addressing delays on the ceiling repair project that it either didn’t have or never intended to provide.
The Windsor Star’s FOI request and appeal, nearly two years in the making so far, eventually did reveal the project cost increased by millions of dollars with repeated delays. The project hit snags including a COVID-19 shutdown and unexpected damage to the tunnel structure.
