Last week, Britain took the unilateral decision to extend the grace period for checks on goods in order to give firms more time to adjust.
The EU has since threatened legal action against the UK and claimed the move could breach the Brexit divorce deal.
Additional checks and health certificates for animal product were due to come into force on April 1, but have been delayed for six months.
Mr Lewis has defended the UK’s decision to extend the grace period and insisted Government is working towards a solution.

Speaking to Express.co.uk, former Brexit Party MEP Ben Habib was highly sceptical about the prospect of anything the UK Government does risks any future trade deal. He said: “We are the United Kingdom - we are an independent sovereign nation and we’ve got to start behaving like one. It doesn’t matter what the Americans think - the Americans couldn’t pinpoint Northern Ireland on a map if you showed it to them.

BRUSSELS/LONDON (Reuters) - The European Union promised legal action on Wednesday after the British government unilaterally extended a grace period for checks on food imports to Northern Ireland, a move Brussels said violated terms of Britain’s divorce deal.
