Better access to defibrillators
Horsham Rural City Council has relocated a number of defibrillators at community facilities from being internal to the pavilions to external.
Being outside, these defibrillators are now accessible to the community at all times in the event of an emergency.
Council is trusting the community to respect these life saving devices as we all work together to keep the community safe.
The locations where these defibrillators have been relocated to external are: Horsham Recreation Reserve (City Oval), Dudley W. Cornell Park, Horsham College Community Oval, Quantong Recreation Reserve and Haven Recreation Reserve.
HRCC would like to acknowledge and thank the community clubs and user groups who purchased these defibrillators through a grants scheme to help keep the Horsham community safe.

Community Grants announced for 2021/2022
Horsham Rural City Council is providing community organisations with $440,527 in funding as part of its annual Community Grants and Donations Program.
Each year HRCC allocates funding to support community and sporting groups as part of its budget process.
In 2021, there has been an additional $50,000 allocated from Council’s COVID support package from last year’s budget.
This has meant more funds available to support groups such as sports clubs, halls, kindergartens to assist with their maintenance and facility improvements as well as grants for specific projects and events.
Additionally, Council has allocated donations which support the operations of recreation reserves, public halls, kindergartens and welfare services.

Horsham Rural City Council’s draft 2021-2022 Budget and supporting documents are out for community consultation for the next six weeks.
While much of the discussion centres on rates, I wanted to highlight a part of the budget process that is crucial to the ongoing success of our community groups.

New gravel road sealer put to test
Horsham Rural City Council is hoping a new gravel sealing product being trialled at Lower Norton could lead to significant improvements in the condition of rural roads.
Krishna Shrestha, the Manager Strategic Asset Management at Horsham Rural City Council, is a civil engineer who has piloted successful trials of ‘Otta seals’ at Narrandera Shire Council in New South Wales.
Relatively unknown in Australia, Otta seals are a cost-efficient road treatment best suited for rural roads where traffic volumes are less than 200 vehicles per day.
Put simply, graded gravel/crushed rock is placed on a relatively thick film of soft bitumen, and then rolled.
