Katrina's Forgotten Responders: State Defense Forces Play a Vital Role
The emergency response to Hurricane Katrina demonstrated that statedefense forces can be an important supplement to the NationalGuard, particularly during catastrophic disasters. Trained,disciplined, and well-organized local responders are essential forproviding immediate aid and security. Congress and the BushAdministration should encourage states to better organize, train,and equip these volunteer units.
