An independent commission will investigate last month's mass shooting in Lewiston, Maine, in which 18 people were killed.

The governor signed an executive order Thursday to formally create the commission, which has seven members and is chaired by a former chief justice of the state's high court.

Maine residents voted no to the proposal to take over its two largest corporate-owned utilities. Advocates say the Pine Tree Power proposal would have helped keep electric rates low, drive renewable energy initiatives and relieve consumer billing and outage concerns.
