The remarkable story. Reporter Business Owners say the man complains, and wants the food replaced or wants money. The problem is that he can never provide a receipt for proof. He looks like a regular customer, but merchants in the Inner Richmond know him as the serial refund scammer. He demands refunds for the food he didnt buy. His story didnt add up.
