South Carolina lawmakers consider allowing non-certified teachers to address shortage The South Carolina House passed a bill this week that would allow people without teaching certifications to teach in classrooms, as the shortage grows statewide. South Carolina lawmakers are trying to address the growing teacher shortage by filling classrooms with people who are not certified to be teachers. The House passed a bill Tuesday that would allow non-certified educators to teach in classrooms if a school has a vacancy five days before the start of the academic year. The bill requires people who are not certified to have a bachelor s or master s degree in the area they would teach, plus five years of related work experience. The non-certified teacher would be permitted to teach for up to two years.
