Constitutional Court issues mixed ruling on Indigenous hunting rights

Taipei, May 7 (CNA) The Constitutional Court ruled on Friday that while laws on the types of guns Indigenous people can use to hunt and requiring them to apply in advance for permission to do so are valid in principle, certain aspects of how they are applied are unconstitutional.
In its ruling Interpretation No. 803 the court found that the requirement in the Controlling Guns, Ammunition and Knives Act that Indigenous people use self-made guns is largely constitutional.
However, it said, several of the regulations governing the specifications of such guns are insufficient and must be amended within two years to protect Indigenous peoples right to hunt as part of their culture.
EDITORIAL: The ROC Constitution: Sense, caution
Taiwan New Constitution Foundation founder Koo Kwang-ming (辜寬敏), expressing frustration at what he says is President Tsai Ing-wen’s (蔡英文) and the government’s reluctance to write a new constitution, on Sunday announced his intention to resign as Presidential Office adviser.
For Koo, a new constitution, for democratic Taiwan, is an indispensable step in the nation’s normalization.
He is absolutely correct in this, but that does not necessarily mean it is the direction the government should take the nation at this juncture.

Chatham Commissioners Hear Water Utility Update, Discuss Sales Tax Revenue
The Chatham County Board of Commissioners considered sustainable water and wastewater utility services at its work session on Monday, following discussion by the town of Pittsboro re-addressing the issue of its notorious drinking water contamination.
The board heard a presentation from Charles Archer of Freese and Nichols, a privately-owned engineering, planning and consulting firm hired to explore Pittsboro’s and the county’s options in addressing water issues. Archer previously presented to Pittsboro and Sanford, as the presented study was commissioned by the municipalities.
“The purpose of this study was to look at opportunities for economies of scale to work together obviously it’s a lot more affordable when local governments can work together,” Archer said on Monday. “And we did know that Chatham County and Sanford have a history of working together on utility projects.”
