Energy minister tells IAEA that kingdom is ready to switch from existing Small Quantities Protocol monitoring to full-scope Comprehensive Safeguards Agreement

Official statements at the latest IAEA meeting are effectively a concession in the kingdom’s negotiating stance on normalization with Israel.

"The kingdom has recently taken the decision to rescind its Small Quantities Protocol and to move to the implementation of a full-scope Comprehensive Safeguards Agreement," Saudi Energy Minister Prince Abdulaziz bin Salman told the IAEAs annual General Conference, speaking through an interpreter.

The move means Riyadh would switch to full-blown nuclear safeguards, in another signal country is moving towards a broader nuclear programme
