It is made to commemorate the 15th Accession Day of His Highness Sheikh Mohammad Bin Rashid Maktoum, who is the Vice-President, UAE's Prime Minister and the ruler of Dubai.  The card is a hundred times bigger than the normal one. The local newspaper, Gulf News, reported that the card consists of Sheikh Mohammad's paintings which were done by a Dubai-based artist named Akbar Saheb.
