reporter: today, one year after that mass shooting, with some of the victims and relatives present, introduction of the south capitol street tragedy memorial act. legislation to curtail juvenile violence in our city. sponsored by councilman david. it calls for youth mental health screening in all schools from head start to high school. tougher truancy enforcement. and mediators to help parents find mental health care for their children. i think what we have to do is make a decision. whether or not we do nothing or we do something. and we know the consequences of doing nothing. reporter: this legislation inspired by this woman. her daughter kill in that mass shooting. i m just urging young parents, middle aged parents, grandparents, whoever the care grifrs to these young people to really, really instill some values and morals in these young people. reporter: now, five people were arrested in quick the mass shooting. one of the individuals has pled guilty. four await
