From funding for affordable housing to the focus on energy efficiency, the plan could benefit commercial real estate investors in various ways. President Joe Biden’s $2.3-trillion, eight-year proposed American Jobs Plan, which aims to modernize and improve U.S. infrastructure, generate jobs, stimulate economic growth, and tackle climate change, could generate some new opportunities for real estate investors, although there are also concerns about higher corporate tax rates and other potential tax reforms.   “The expectation of the American Jobs Plan Act of 2021 is the development of long-term construction projects that stimulate the economy and provide an improved, safer and cleaner environment,” says Mike Bammell, managing director with the valuation advisory group and the national practice lead for renewable energy with real estate services firm JLL.

Biden s proposed budget increases funding for Pell, HBCUs, research

Terry Hartle, senior vice president for government relations at the American Council on Education, said the budget was strong but not remarkable for higher ed. The investments in the Pell program and HBCUs, he said, were certainly welcome, but doubling the value of Pell Grants is still needed. “It’s good news for education; it’s good news for college students. It’s not as great as we might have wished, but it’s a huge step forward,” he said. “I think what we’re seeing here is campaign rhetoric has met with governing reality. They can’t do everything that they want as quickly as they want.”
