President Joe Biden will nominate Democrat Karen J. Hedlund, current Vice President and National Rail Strategy Advisor at WSP USA and former Federal Railroad Administration Deputy Administrator, to replace Republican Ann Begeman on the Surface Transportation Board.
Begeman’s term expired Dec. 31, 2020, and by statute she could have remained up to 12 months in holdover status, until Dec. 31, 2021. She served two five-year terms as STB Chair, and was replaced in that post by Democrat Marty Oberman by President Biden on January 21, 2021. STB members are limited to two five-year terms by statute.

ReThinkNYC, a New York City non-profit specializing in transportation infrastructure, released a statement on Wednesday saying that while the opening of Amtrak’s new Moynihan Train Hall across from Penn Station is an important step toward improving the commuter experience, it falls short of addressing the root of the station’s problems.
The organization has proposed that the state rebuild the original Penn Station, create a unified regional transit network to reduce transit congestion, and redevelop the neighborhood around the station, moving Madison Square Garden to Herald Square or another location in the area.
