Leading off the new designates is Leocadio Sebastian, who was appointed as undersecretary and serving in concurrent capacity as Chief-of-Staff (COS).
He formerly served as executive director of the DA’s Philippine Rice Research Institute (PhilRice), and regional program leader of the CGIAR research program on climate change, agriculture and food security (CCAFS) in Southeast Asia, based in Vietnam.

Agriculture Secretary William Dar has designated new officials who will lead their respective units to help implement the key strategies under the One DA framework, and attain a growth target of 2.5 percent this year. We have survived the worst, rebooted our policies, and refocused our priorities. The Philippines’ agriculture sector has survived a volcano eruption that blanketed tons of farm yield with ashes and sustained production within three quarters into the pandemic, but it only took three typhoons to expose its vulnerability.
And Federation of Free Farmers (FFF) National Manager Raul Montemayor has one piece of advice to the government, which is to focus on helping farmers and fishermen recover.
“We need to help the farmers first,” Montemayor said in a text exchange, referring to the damage that the recent typhoons, especially Rolly and Ulysses, caused in the lives of poor agriculture stakeholders.
However, in some areas, prices still fell to as low as P10.71 per kilogram (/kg).
During the first week of November, the average farmgate price of palay increased to P15.41/kg or by 0.4 percent during the period, from its level of P15.35/kg in the previous week. (MB file, JJ Landingin)
Meanwhile, it declined at an annual rate of 1.3 percent, from its average price of P15.61/kg in the same week of the previous year.
PSA’s weekly farmgate prices of palay report showed that some areas enjoyed prices as high as P20/kg, while the average price settled at P15.41/kg.
