Office of the Ombudsman Graft charges were filed before the Office of the Ombudsman (OMB) on Wednesday, June 2, against Education Undersecretary Alain Del B. Pascua, Caloocan City Mayor Oscar "Oca" Malapitan, two other city officials, and a private individual in the purchase of P320 million w
