Missile Defense Programs Lag Behind the Threat

Treaty will be unenforceable, harm business, and promotecomplacency

There is considerable momentum behind the idea of deploying an NMDsystem.

Clinton signed the National Missile Defense Act (H.R. 4) into lawand established as the policy of the United States the decision todeploy a national missile defense system as soon as technologicallypossible.

Implementing the President's plan will require making sure thatbureaucratic resistance and politics do not derail the process.Only through leadership and executive attention will a missiledefense system be deployed that protects Americans from attack andincreases security worldwide.

Congress and the American people need to understand that, despiterecent progress in putting missile defense systems in the field,the U.S. remains largely vulnerable to the ballistic missilethreat. The Bush Administration and Congress need to accelerate theeffort to develop and deploy effective missile defense by focusingon systems that offer the greatest capability.
