Will herd teamed up with pete aguilar of southern california. it has 54 cosponsors in the house. so senator mccain, a great friend and someone i deeply admire was willing to partner up with me and introduce it. it only focuses on dreamer and border. thats it. >> but if it doesnt have a chance of passing, why put it on the floor for a vote? >> the whole idea of having an open debate is we put out a bill that is the trump agenda that grassley introduced thats very broad and touches on a very wide ...

Things because of the rivers and mountains. on the other hand, youre not willing to go for the $25 billion but are you willing to go for more than whats included in your proposal? >> absolutely. i think we could and should support several billion in appropriations and come up with a pathway where a ten-year plan presented to us by dhs gets annual appropriations with a trigger. im working with a common sense coalition, a group of about two dozen senators, republicans and democrats to come up with...

I do think the mccain-coons bill with some commitment to border funding would be an excellent base bill. it meets the two core issues we agree on. the president and others have tried to bring in other issues. think we should turn to those broader issues in phase two of comprehensive immigration reform, clear out the underbrush of all the key unresolved issues that have been held up for months now, appropriations for the department of defense and our domestic priorities, responding to disasters t...

Some broader deal is, of course, getting a deal for dreamers, addressing daca, which many senate democrats are pushing for. senate majority leader mitch mcconnell has said he intends to bring immigration to a floor debate next week as long as the government stays open and funded past the thursday deadline. but what form that is, what is the base of that bill, right now it is very much an open question. lawmakers are throwing up their hands saying we dont even know what that base bill is. so cert...

Democratic co-sponsors, 54 co-sponsors. its our hope it can be a promising base bill for further discussion in the senate. as you referenced, it calls for the department of homeland security to present a detailed plan for how to achieve operational control of the border by 2020. as an appropriator, i would support the appropriations necessary to accomplish that, but i dont support what president trump is calling for, for us to hand over $25 billion without any on going oversight by congress. >> ...

In the capitol and the house. >> meeting behind closed doors hasnt worked so far, so why not? do it the old-fashioned way, put it on the senate floor and see what gets the vote. thank you for that update, phil. back to the table here. lets start with this new sort of wrinkle in the senate. chris coons, a democrat, john mccain obviously a republican, coming together to put forward even what senator coons says he understands would be just the base bill, possibly for the debate this is going to sta...

Durbin proposal, but this is actually worse. dana, the reason why aides in both parties expect the government to remain open beyond thursday because they said if the government is still open, the senate will take up daca on the floor. heres how you need to view this bipartisan proposal. as one of the proposals the senators are trying to put on the table, service either a base bill or some type of amendment to that process on the floor. there are a lot of questions going forward, most notably, no...

The next question is what mitch mcconnell does with the promise of the open floor debate. that can go anywhere. it doesnt look like there will be a pre-agreement. now you have the senate having a bit of a free-for-all on amendments. we dont know what the base bill will look like. that is the next looming step. >> inspiring. the president at the congressional retreat today. lets talk money. janet yellen as head of the central banks is over. she was the first woman to run the central reserve. je...

I believe people can see that, feel it and see it in their economic optimism. >> neil: senator, while i have you here, im hearing the talk of a gang of 22 or something similar to address daca and immigration. can you update me? what is that about? >> gangs are not generally a very good thing. >> neil: thats a big gang. >> a big gang. you know, one of the things that made the tax bill work so well, it came through a process that actually -- every step seemed to produce a better result. but what w...

Narrow solution or are they added in? it will have to be a balanced approach and as one side brings in an issue i think the other side will bring in an issue that creates that sort of structure and that sort of balance. im hoping we can get a solution that obviously solves daca and does some border security and what happens beyond that i think is a negotiation and remains to be seen. >> heres the problem with not knowing what the presidents position is, as it was spelled out by leader mitch mcco...
